Why East meets West? What has been achieved so far?, by Irene Schellner
Abstract
This year, the EPO holds the sixth forum on patent information from East Asia. Since 2002, Vienna has been the meeting place for patent information's "East and West". Vienna forms the backdrop for direct exchange of opinion, for bringing people together: the people who offer patent information data and the people who use that data.
This presentation looks at why it has been so important for East and West to meet, what has been achieved so far, and why we have to keep sharing experiences and talking to each other.
Having studied Japanese at the University of Vienna, Irene Schellner joined the European Patent Office in 1994 and has been working as a Japanese patent information specialist since then. She carries out searches in Japanese databases for clients, gives training courses in Japanese patent law and patent information matters, and is in charge of the EPO's helpdesk service for European users of Japanese and East Asian patent information.

K2E-PAT automatic translation and cross-lingual retrieval on KIPRIS, by YooChan Choi
Abstract
Korean patent documents have been incorporated into the PCT minimum documentation since April 2007. In addition, the number of filings under PCT in Korea has notably increased over the last few years, resulting in Korea becoming the fourth biggest country of origin of PCT filings in 2007. These new changes have brought much attention to Korean patent information from patent information users around the world. However, patent information users have experienced difficulties because of the language differences. To tackle the language barriers, KIPI introduced the K2E-PAT service - an English machine translation of Korean patent publications - and cross-lingual retrieval to the KIPRIS database in 2007.
This presentation aims at informing the audience about how to access Korean patent information in English through the K2E-PAT service and cross-lingual retrieval in KIPRIS, by introducing the features and coverage as well as the future plans of the machine translation system.
YooChan Choi graduated from KangNung National University, majoring in Electronic Engineering, and joined the Korea Institute of Patent Information (KIPI) in 2002. He also studied intellectual property law at the Graduate School of KyungHee University. He started his career as a patent searcher at the Imaging Device Division and transferred to the KIPRIS team in 2003. In the KIPRIS team, he has been heavily involved in international cooperation and at the KIPRIS helpdesk, giving support to foreign users. Furthermore, he coordinated several conferences and training courses for KIPRIS users.

Application of Chinese-English machine translation for improved patent searches, by Dan Wang
Abstract
We have been making efforts to develop a practical machine translation tool to handle patent translations, and while Chinese-English machine translation needs further development, it can be a very useful tool for improving patent searches in terms of three ways: (1) for the usually searchable Chinese patent bibliographical data such as inventor name or applicant(s) name, the machine translation can provide the accurate English counterparts; (2) it is being made possible for European users to retrieve and browse Chinese patents through English, where the machine translation system translates a query from English into Chinese, retrieves patents relevant to the query, and translates them into English; (3) the SIPO team is trying to improve machine translation so that it can adequately convey the gist of a prior art document to those skilled in certain technical fields. In these ways, machine translation can be used as a low-cost screening tool when browsing the searched results of Chinese patent documents.
After graduating from the Beijing Institute of Technology with a Master's degree in engineering, Dan Wang joined the China Patent Information Center (CPIC) in 1994. From 1994 to 2000, he was responsible for patent information dissemination and patent consultation. Since January 2001, he has been working in the Data Processing Section, where he is in charge of patent data processing, patent document translation and machine translation tool development.

Semantic search and other ways of improving your Chinese patent searches, by Dong Zhao
Abstract
Based on sophisticated algorithms and precise computational models, Patentics, a true concept-based full text search engine, builds intelligence into text to represent a concept by mathematical vectors, allowing searches to be language independent. In this way, for example, a search for Chinese patents may be undertaken by using corresponding keywords in English.
Through the built-in conceptual model, patents are indexed mathematically and grouped, depending on their meaning, into their own conceptual spaces by a specific clustering algorithm, and each cluster of indexed words is related to a major subject. Based on this model, words/phrases/documents are intrinsically related to each other, with a ranking number representing their relevancy. Furthermore, the returned results can be ranked according to any "concept word", and further refined by use of related terms automatically generated by the system, thereby significantly easing the searchers' burden of looking up synonyms.
Related patent analysis is another feature of Patentics. Via patentability analysis, one can judge the novelty of a patent by looking through the search result of prior art. Infringement analysis assists users to track down patents with high relevance to the current.
In addition, contextual browsing of figures, one-click statistics and analysis of search results, built-in search multiplexer, as well as intelligent analysis for any text add to the magic of this powerful tool, making it stand out from the conventional search engines.
From 1996 to 2000, Dong Zhao worked at the Rose-Hulman Institute of Technology in the USA and was engaged in network development, information service and on-line retrieval. During that time, Mr Zhao was active in R & D work related to information services and information management, joined SLA and IALA, and gave numerous presentations at important state conferences. From 2000 to 2004, Mr Zhao worked in EDS as a software engineer. During the four years in EDS, Mr Zhao gained invaluable experience in the area of embedded software programming and automotive safety control from the numerous engineering projects he took part in. From 2004 to 2005, he worked at a company in Miami as a senior software engineer, responsible for the frame design of communication software on a leading ship, as well as for the overall management of the project progress.
In 2005, Mr Zhao joined East Linden's senior management team. He now is the Vice President of East Linden, responsible for business administration, software development, and international communications.

"IP-Lib": Introduction to patent information from Vietnam, by Minh Duong Nguyen
Abstract
In Vietnam, a large volume of IP published information is disclosed monthly in printed documents (Industrial Property Official Gazette) and saved in the database. Due to the limited quantity of IP Official Gazette issued, the published IP information does not satisfy the demand of IP concerned users such as applicants, inventors, IP attorneys, technicians, researchers, or of the concerned authorities such as courts, custom offices, economic police, patent offices of other countries. The IP Digital Library of Vietnam (IPLib) is being developed with the aim of improving the current situation as it realises the necessity of providing information through the internet and enabling anyone to freely access the latest IP information.
Biography
Minh Duong Nguyen has an educational background in mechanics and joined the National Office of Intellectual Property (NOIP) in 1999. He worked in the Registration Division for three years and transferred to the Information Technology Division in 2002. He took part in developing the IP Administration System in NOIP from 2000 to 2004. He now takes part in developing the project of utilisation of IP information in Vietnam.

The political and economic infrastructure of IP protection in India, by Peter Ganea
Abstract
India is not a developing country which merely transplants foreign laws for the books. Plans to amend the existing IP framework often ignite a lively public debate. On the one hand this is good news, because laws which have undergone public review are likely to reflect the national interest and to be respected by national players, including the enterprise sector and enforcement authorities. On the other hand, it renders negotiations about enhanced protection standards or new protected subject-matter difficult because the legislature has to consider the fact that its moves are under public observation. This presentation will highlight the political and economic infrastructure in which intellectual property laws are enacted. In addition, it will discuss the scope of what can realistically be expected from a developing country like India when it comes to the acquisition, administration and enforcement of IP.
Peter Ganea (Dr. phil.) graduated in Japanese studies, Chinese studies and Economics at the Universities of Munich and Hokkaidô and is the head of the East Asia Department of the Max-Planck-Institute for Intellectual Property, Competition and Tax Law in Munich. From 2006 to 2007, he served as program director of an international law school, the Munich Intellectual Property Law Center (MIPLC). He is author of a number of publications on intellectual property in Asia and on intellectual property and economics. In 2005, he was invited as a visiting professor to the Institute of Innovation Research at the Hitotsubashi University, Tokyo, and he is member of the faculty of the MIPLC law school.

The third revision to the Chinese patent law and its impact on foreign applicants, by Thomas T. Moga
Abstract
The Chinese Patent Law has been amended twice since it entered into force in 1985. A third amendment to this law has been drafted and is now awaiting final action in the State Council Legislative Affairs Office. Approximately half of the original articles are changed and twelve new articles are added in the new amendment. Assuming the third amendment enters into force substantially as written, then several changes to the way applicants approach their patent strategies will arise. Important changes relate to the treatment of patent applications related to genetic material, first filing requirements, exemptions to infringement, novelty standards, compulsory licensing, and enforcement. Many of the pending amendments to China's Patent Law will have an impact on strategic planning.
Thomas T. Moga is a senior attorney practicing in Butzel Long's Bloomfield Hills office. He is a graduate of the St. Louis University School of Law, the University of Michigan and Madonna University. Thomas T. Moga is a patent lawyer specialising in intellectual property and international business transactions. His experience in the arena of intellectual property includes the acquisition of patents and registrations for trademarks and copyrights, licensing, litigation, dispute resolution and mediation, portfolio management, and policy development. Mr. Moga is an experienced patent prosecutor in the mechanical, chemical, biochemical and pharmaceutical arts and has been qualified and has testified as an expert witness in patent disputes.

Raytec's web service for Chinese patent information in English, by Isao Togo
Abstract
Raytec's web service for Chinese patent information, called PAT-LIST-CN/WEB, is based on patent data published by the Intellectual Property Publishing House (IPPH) of the State Intellectual Property Office of China. There is a long time lag of over six months in the availability of English patent data from the IPPH, making it difficult for users to rely on their search results. Raytec's patent database is being updated with recent patent data by machine-translating Chinese into English so that its time lag can be reduced to between two weeks and one month. PAT-LIST-CN/WEB can provide users with the latest and most accurate patent data in English.
Isao Togo joined the Japan Association for International Chemical Information in 1986, where he worked on the technical support and marketing of STN and CAS products. Then in 2007, he joined Raytec taking charge of the management of the PAT-LIST-CN/WEB (Chinese patent search system) and other PAT-LIST products.

HYPAT-i: advanced internet patent information service, by Keiji Asano
Abstract
Established in 1951, Hatsumei Tsushin has been providing patent information services for more than 50 years. In this presentation, a representative from Hatsumei Tsushin will introduce their services, focusing especially on an internet database called "HYPAT-i", which offers access to Japanese patent and utility model documents. One feature of "HYPAT-i" is searching and downloading full texts. The new feature "proximity search" allows searching with Japanese keywords in order to further improve the search results.
After graduating, Keiji Asano joined the search division of Hatsumei Tsushin where he has been working since. He is principly concerned with patent searches in databases (IPC search, applicant search, legal status search, design search, etc.) Keiji Asano is also the contact person for foreign patent offices at Hatsumei Tsushin.

JP-NETe: Current status and future plans on Japanese patent abstracts, full legal status and citation, by Shigeaki Oda
Abstract
JPDS continuously endeavors to provide a more effective and comprehensive patent search system, and has now made two kinds of patent search systems available for everybody interested in Japanese patents. Firstly, an English web-based patent search system named JP-NETe, which provides English abstracts, full legal status (examination, trial/appeal, registration) and cited/citing information for Japanese unexamined patents dating back to 1989. Secondly, a Japanese web-based patent search system named JP-NET, which provides Japanese patents, designs and trademarks as well as US granted data.
This presentation gives an overview of the English patent search system with machine translation data (JP-NETe) and the Japanese patent search system (JP-NET).
After graduating from Chuo University, Shigeaki Oda started his career at the non-profit organisation JAPATIC in 1973, which has since become the Japan Patent Information Organization (JAPIO). Over the course of his career, he worked on the development of an English patent online search system, English abstract translations and its data generation of Japanese unexamined patents and the dissemination of IP-related data and documents for overseas clients. He joined the Daiwa Securities Group Inc. in 2000 and was responsible for producing and promoting business method patent applications. Shigeaki Oda has been working at Japan Patend Data Service Co., Ltd. (JPDS) since 2007, where as general manager, he is responsible for promoting innovation and improvement of the English web-based patent search system, JP-NETe.

ASIAPAT.NET: Applying machine translation to multi-authority patent retrieval, by Alan Engel
Abstract
The Korean Institute of Patent Information (KIPI), SiriusSoft Corporation, and Paterra, Inc., are due to establish a new joint venture ASIAPAT.NET for the purpose of developing and providing machine translated databases of Asian patents. ASIAPAT.NET's flagship database, ASIAPATFULL, will be a full text, machine translated database fully compatible with existing commercial database vendors' systems. Derivative and modified databases will also be created to fit specialized needs.
A key part of ASIAPAT.NET will be an ongoing effort to unify and upgrade machine translation dictionaries to provide searchers with consistent retrieval of documents across multiple authorities. This effort will take advantage of the ability of machine translation to not just translate into an English vocabulary, but to translate into a controlled English vocabulary. Modern, specialist-grade English thesauri will be created, used and applied to ASIAPAT.NET's machine translation systems to produce value added databases targeted at the modern patent searcher.
ASIAPAT.NET will begin with Korean and Japanese patents, and then extend coverage to other Asian patent documents as technology and availability advance.
Alan Engel received his Ph.D. in physical biochemistry from Rockefeller University in 1980 and joined the Dupont Company as a research chemist the same year. In 1984, he joined the Research Development Corporation of Japan as a research scientist. His work there earned him a Noteworthy Invention Award from the Japan Science and Technology Agency. In 1987, Dr Engel set up Paterra's predecessor, ISTA, for consulting in international science and technology affairs. He started Paterra's machine translation service for Japanese patents in 1996. Dr Engel is inventor of patents in the areas of polymer science, semiconductor devices and machine translation. He received a U.S. patent for IPC tagging of machine translation dictionaries in 2002.

Biography - Stephen Adams
Stephen Adams is the Managing Director of Magister Ltd., a consultancy specialising in patent information which was founded in 1997. After training as a chemist, he gained an M.Sc. in Information Science from City University, London in 1982 and subsequently worked in a variety of government, private research and industrial information departments, specialising in patent information since 1988.
His professional commitments include the UK Patent and Trade Mark Group (PATMG), at various times being Secretary, Chair, and Newsletter Editor, a former Director-at-Large of PIUG Inc., the International Society for Patent Information, and a member of the Editorial Advisory Board for Elsevier's journal "World Patent Information".

Biography - Maarten Alink
After studying chemistry and Japanese at Leiden University and Nagoya City University, Maarten Alink worked for almost ten years at Bridgestone Tyres in Japan and Vredestein Tyres in the Netherlands in materials development and process engineering.
He joined the European Patent Office in 1999, where he is an examiner in the field of injection moulding. Being a specialist in patent documentation, he has been involved in classification training, documentation quality audits and the IPC reform.

Biography - Peter Atzmüller
Peter Atzmüller is a patent information specialist at the R&D department of voestalpine Stahl GmbH. He wrote his diploma thesis on the "Evaluation and integration of a patent management system" in 2005 and implemented said patent management system in voestalpine Stahl GmbH from 2005 to 2006. Since 2006, he has been developing an integrated patent management workflow within the system and has been a project manager for the "Semantic patent analysis" project since 2007. Peter Atzmüller is active in posting in several patent information forums (e.g. PIUG).

Biography - Barrou Diallo
Barrou Diallo received a Ph.D. in Computer Sciences from the University of Caen. He also holds a M.Sc. in Biomathematics (Paris) and a M.Sc. in Law and Cyberspace (Lille). As a researcher, he has published papers in the field of computer graphics, medical imaging and databases. He has also led ICT projects for large European companies in both France and Germany. Barrou Diallo held the chair of professor in the Chamber of Commerce of Le Mans and assistant professor at the University of Compiegne before entering the European Patent Office (EPO) as an examiner in early 1999. As project co-ordinator, he launched the first real-time European machine translation system for patent documents. He took over the management of the Applied Research Directorate in 2005. Currently, he holds the position of Head of Research and focuses his work on information retrieval, semantic web technologies, machine translation for the Chinese language and automatic summarisation.

Biography - Takashi Ikeda
Takashi Ikeda works in the General Affairs Section of Japan Patent Information Organization (JAPIO) and is mainly in charge of managing its network system. He majored in library and information science at college, and joined JAPIO as a system engineer. From 1998 to 2000, he was in charge of processing the JPO standardised data, which is the main data source of the JPO's "Industrial Property Digital Library" (IPDL). He has was also responsible for the operation of the IPDL system and management of the PAJ production.

Biography - Christine Kämmer
Christine Kämmer studied Chinese, Japanese and Philosophy at the University of Göttingen (Germany) and at National Cheng Kung University in Tainan (Taiwan). She obtained a Ph.D. in Chinese studies at the University of Tübingen (Germany) and joined the European Patent Office in 2005. As a member of the EPO's East Asian patent information helpdesk, she is mainly responsible for Chinese patent information. She carries out searches in databases and gives training courses in Chinese patent law and patent information matters.

Biography - Tsuyoshi Kakita
Tsuyoshi Kakita joined the Japan Patent Information Organization (Japio) in April 1992. Since 2005, he has been working at Japio's Patent Information Research Laboratory investigating effective methods of collecting technical terms from various patent document corpora for creating original field-oriented machine translation dictionaries. Japio has applied these original dictionaries and machine translation technologies into its PAJ translation process.

Biography - Peter Kallas
Peter Kallas is Head of Chemicals and Engineering Information at the BASF Group Information Center. He obtained a Ph.D. in chemistry at the University of Heidelberg and joined BASF in 1989. He is Chairman of the PDG working group IMPACT and of the German working group ARPAD. Among other things he is a member of several committees and working groups at the EPO (SACEPO/PDI), at WIPO (Task Forces), in the European Industrial Research Management Association (EIRMA) and in providers' advisory boards.

Biography - BongGun Lee
BongGun Lee graduated from Korea University, majoring in Computer Science. He joined the Korea Institute of Patent Information (KIPI) in 2000 and started as a system engineer in charge of the development and management of the KIPRIS system. From 2007 onwards, he has been responsible for the KIPRIS Data Management Group.

Biography - Huabing Liu
After graduating from Shenyang Pharmaceutical University, Huabing Liu began working for SIPO's Patent Retrieval & Consult Center and "Intellectual Property Publishing House" (IPPH), and is now the director of the R&D center of the IPPH. Within the IPPH, Huabing Liu is in charge of SIPO's patent data deep indexing project. Huabing Liu also set up the R&D team of Chinese-English patent machine translation at the IPPH in 2005.

Masatoshi Nakata began his career in the field of intellectual property services industry in Japan about 36 years ago. In 1988, he founded the Japan Patent Data Service (JPDS) Co., Ltd. Since then he has been developing various kinds of services, such as patent information search systems, retrieval software and data management systems to meet the clients' needs. In 1998, he initiated the comprehensive web-based Japanese patent search system named JP-NET for more than 2000 clients of companies, law firms and universities. He is also responsible for founding the English patent search system named JP-NETe in 2007. JPDS has now become one of the leading commercial providers of intellectual property information services in Japan.

Biography - Rudolf Osowski
Rudolf Osowski is an IP manager at the Liquid Crystals Division of Merck KGaA. He obtained a Ph.D. in chemistry from the Johann Wolfgang Goethe University in Frankfurt/Main, Germany in 1990. He gained rich experience as a research scientist, patent specialist and product developer at Du Pont de Nemours (Deutschland) GmbH before taking over his current position in 2002.

Biography - Hitoshi Sato
Hitoshi Sato joined the Japan Patent Information Organization (JAPIO) in 1995. He currently works in the Abstracting and Translation Department, where he is in charge of the production of the PAJ (Patent Abstracts of Japan). During the course of his career he has undertaken a broad range of duties, including data processing for the standardized XML/SGML data as well as general affairs.

Biography - Johannes Schaaf
Johannes Schaaf studied physics in Kiel and Bologna and received an MBA from the Henley Management College. He developed optical scanners and acoustic process control systems in the Corporate Technology Department of the Siemens Group. He was a consultant in the area of product definition and led the Community of Practice Innovation Management.
Johannes Schaaf went on to work as a patent examiner at the German Patent and Trade Mark Office. Since 2005, he has been working at the EPO in Vienna and is application manager for the EPO worldwide patent statistical database (EPO PATSTAT) and the patent portfolio management tool IPscore. He is also responsible for the area business use of patent information.

Biography - Chiaki Seino
Chiaki Seino joined the Japan Patent Office (JPO) in 2001 and became a patent examiner in 2005. She holds a Master's degree in pharmacy from Hokkaido University. She has six years of examination experience in the fields of medicine and cosmetics. Since 2007, she has been working as assistant director of the Examination Policy Planning Division of the JPO, where she is in charge of search information including F-terms.

Biography - Chuan Shen
Chuan Shen joined SIPO's Intellectual Property Publishing House (IPPH) after obtaining her Master's degree from the University of Sydney and working for over a year as an assistant researcher at the Machine Translation Department. She began working in the department of patent information strategy and business development in January 2007 and is principly responsible for overseas patent information business development.

Biography - Takahiko Toyama
Takahiko Toyama is deputy director of the Patent Information Policy Planning Office of the Japan Patent Office (JPO) and is currently involved in policy planning for the dissemination of patent information.
Takahiko Toyama holds a master's degree in Law for Intellectual Property and Policy from the University of Washington, USA. He also has a master's degree in electronic engineering from Yokohama National University, Japan. In 1998, he joined the JPO and became a patent examiner in 2002. He has over six years experience of patent examination in optical transmission and communication systems. He has also experience in working for the International Affairs Division at the JPO.

Biography - Jonghyuk Won
Jonghyuk Won is the senior deputy director of the information planning team of the Korean Intellectual Property Office (KIPO). He holds two master's degrees: one in environmental engineering from Pohang University of Science and Technology (POSTECH) and another in intellectual property law from Chungnam National University (CNU), Korea. After joining the KIPO in 1999, he worked as a patent examiner in various fields, including biological waste water treatment and fermentation process, and later became the chief deputy director of the Chemical and Biological Examinations Bureau. He also worked on the innovation of the patent examination process in the Innovation Planning Team. Since December 2007, he has been working on the process of using patent information in the national R&D.

Steve Choi majored in computer engineering at Tongnyoung University. He served in the Korean army as an education and training officer, specialising in communication at the department of national defense network operation from 2001 to 2004. In 2005, he joined the EC Global Corporation and participated in the development of an English-Korean patent translation system. Biography - Jutta Haußer
Jutta Haußer studied Japanese and Chinese at the University of Munich (Germany) and holds a Ph.D. in Japanese Studies. She joined the European Patent Office in early 2007. As a member of the EPO's East Asian patent information helpdesk, she is principly responsible for Japanese patent information. She carries out searches in Japanese databases on behalf of customers.

Biography - Tsutomu Kiriyama
Dr Tsutomu Kiriyama was a group manager of the Patent Information Group of Teijin Intellectual Property Center until 2006. After retiring from Teijin IPC, he became a non-regular staff member of Teijin IPC and also a non-regular invited researcher of the newly-established Research and Development Department of the Japan Patent Information Organization. He is currently a leader of Patent Documentation Group of Information Science and Technology Association. He is also a committee member of Online Patent Information Retrieval Contest (PIRC) in 2007 and 2008.

Biography - Ming Li
Ming Li majored in communication engineering at Beijing Electronic Science and Technology Institute (BESTI). He began his career as a patent examiner in the communication department in the field of telecommunications at the State Intellectual Property Office of China (SIPO) in 2001. During his time there he obtained a Master's degree in Law from China University of Political Science and Law (CUPL), majoring in civil commercial law. He began working in SIPO's IT Department in April 2007 and is in charge of IT system maintenance and construction of the searching system.

Biography - Yoshiharu Nakade
Yoshiharu Nakade joined M-TEC Co., Ltd, a subsidiary of Mitsubishi Electric Corporation, in November 1992, and has been responsible for patent searches in the field of electricity for 15 years. He is due to join the Japan Patent Data Service Co., Ltd on 1 April 2008, after his retirement from M-TEC Co., Ltd. Yoshiharu Nakade holds a Master's degree in Electrical Engineering from Osaka University.
