Head of Department, Business Processes and Data Management in DG3 (INT/EXT/5689)

The European Patent Office in Munich is seeking a Head of Department, Business Processes and Data Management in DG3 *

in Legal Research and Administration (Dir. 3.0)

Directorate-General 3 (Appeals) of the European Patent Office (EPO) has approximately 250 staff members, and is looking for a successor to the head of its Business Processes and Data Management department (Dept. 3.0.40). Under the European Patent Convention, the EPO Boards of Appeal have final-instance jurisdiction over the grant of European patents.

The head of Dept. 3.0.40 reports to the director of Directorate 3.0 (Legal Research and Administration), which has approximately 65 staff members.

This vacant post is a hybrid function which marries application management tasks with reporting and workload planning.

Main duties

  • Management of Dept. 3.0.40, including line-management responsibility for approximately 5 permanent staff members
  • Co-ordination of DG3 automation planning
  • Facilitator for process optimisation and automation: analysis of needs for change and maintenance, analysis of business processes, prioritisation and formulation of functional requirements, organisation of user acceptance testing and documentation. Configuration management for DG3 applications
  • Interface between DG3 users and the EPO's Information Management departments
  • Management of the contact point for all system-related questions from DG3 users
  • Contributing to and responsibility for the implementation and monitoring of the Office-wide automation plan for DG3. Co-ordination of inter-divisional measures, advice and support regarding all automation and data-management matters for DG3
  • Analysing complex user scenarios and change requests in order to judge their wider impact
  • DG3 data management, dealing with reporting & planning matters
  • Representing DG3 in Office-wide panels, taskforces and committees
  • Leading and taking part in DG3 internal working groups, like the Automation Steering Committee
  • Preparing documents and providing support for the Vice-President DG3 and Director 3.0
  • Regular reporting (both orally and in writing) to Director 3.0.

Candidate profile

  • Diploma of completed studies at university level (preferably in information technology or similar technical discipline) or - in exceptional cases - equivalent knowledge acquired over many years of qualified work
  • Broad experience and knowledge of multi-platform IT environments
  • Several years' professional experience and responsibility in project management, especially in software development, using PRINCE 2 or equivalent methodologies
  • Preferably also good knowledge of ITIL service management processes, and experience with Managing Successful Programmes (MSP) or equivalent
  • Experience in process analysis and software development tools would be desirable
  • Experience in object-oriented programming
  • Ability to represent DG3 in Office-wide panels, taskforces and committees.

The ideal candidate will have

  • good knowledge of the EPO's core processes, as well as of IT infrastructure and services
  • the leadership skills needed to motivate a team and ensure accurate reporting to management
  • a highly developed sense of customer service
  • a result-oriented approach, and very good organisational and multitasking skills
  • excellent communication skills, both oral and written
  • fluent English, together with good German and French
  • strong interpersonal skills, proven capabilities in negotiation and conflict management, resilience
  • analytical skills and the ability to understand complex data structures
  • a versatile approach to complex issues
  • the ability to work in a multicultural environment and a willingness to travel to other EPO sites.

Minimum qualifications

Diploma of completed studies at university level or - in exceptional cases - equivalent professional experience. Excellent knowledge of one official language and ability to understand the other two.

The successful candidate will be selected on the basis of qualifications and relevant experience, supplemented as appropriate by interviews, tests and/or a psychometric questionnaire.

The interviews will be held in Munich, probably in calendar week 37.
