Building work

    The European Patent Organisation is an intergovernmental organisation set up pursuant to the European Patent Convention, which entered into force in 1977. It now has 34 member states (Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey and United Kingdom). The executive body of the EPO is the European Patent Office, which is charged with the searching and examination of European patent applications and the granting of European patents. It employs approximately 6 700 staff at EPO headquarters in Munich, a branch at The Hague (NL-Rijswijk) and sub-offices in Berlin and Vienna (the number of member states and staff members is subject to change).

    1. Purpose of contract:

      Building work

      Work: Completion work

      Part 1 Ceilings

      • removal and refitting of grid ceilings (7 526 m²), removal of wooden-panel ceilings (1 095 m²), vented ceilings (3 740 m²) and metal-panel ceilings (9 550 m²)
      • replacement of metal-panel ceilings with fully removable metal-panel ceilings in class F30 (5 137 m²)
      • replacement of metal-panel ceilings in class F0 (18 320 m²)
      • removal of wire-plaster ceilings and fitting of new plasterboard ceilings (3 050 m²)

      Period: November 2008 to September 2010

      Part 2 Walls

      • removal and re-installation of separating walls in WCs (156)
      • tiling (700 m²), incl. repairs to damaged tiles (approx. 500 m²)

      Period: November 2008 to October 2010

      Part 3 Steel work

      • replacement of defective wired glass sheets on canopy (approx. 50 m²)
      • anti-corrosion work on steel components of two canopies and outside walkways (245)

      Period: July 2009 to August 2009

      Part 4 Masonry

      • building of stone walls in class F90, incl. plastering (77 m²)
      • demolition and building of stone walls in class F90 (690 m²)

      Period: December 2008 to October 2010

      Part 5 Doors and gates

      • replacement and disposal of damaged door leaves (15)

      Period: May 2009 to August 2009

      Part 6 Other work

      • removal and refitting of fixed glazing in class F30 (approx. 5 m²)

      Period: June to July 2009

    2. Division into lots:

    3. Deposits and guarantees required:

      Performance bond amounting to 10% of the net contract sum
      Defects liability bond amounting to 5% of the net final-invoice amount

      Subject to Part B of the Building Contract Code ("VOB/B") (payment period for instalments 18 working days / final invoice 30 working days)

      The EPO does not expect to send the Procurement Documents before early June 2008 and would therefore ask bidders to refrain from requesting clarification before then.

    Criteria group I: Economic efficiency (weighting 70%)

    • Price

    Criteria group II: Competence / capacity (weighting 30%)

    • In-house performance of services
    • Managerial and operational staff
    • References relating to the provision of similar services in the last three financial years
    • Technical equipment available for performance of the services
    • Planned on-site deployment of staff, with breakdown according to function
    • Turnover in the last three financial years
    • Any pending legal proceedings
    • Average number of staff employed in the last three financial years, with breakdown according to function
  11. Other information:

    The EPO reserves the right to invite bidders to a meeting to clarify their bid. The costs incurred by bidders in attending such meetings are not reimbursable.
    It is planned to offer bidders an opportunity to visit the object on 12/13 June 2008 on prior arrangement of an appointment. Requests for an appointment must be sent in writing by post, fax or e mail to the address specified in Point 6(a) by 10 June 2008, 12:00 hrs. The request must quote the number of this tender and the full name(s) of the person(s) who will be attending on behalf of their firm. The EPO will inform bidders of the precise time of the visit.
    Contract award is expected to take place in the first week of November 2008.
