Painting work on EPO buildings in Munich

  1. Awarding authority:

    European Patent Organisation (EPO), through the European Patent Office: headquarters, Erhardtstrasse 27, 80469 Munich, Germany.
    The European Patent Organisation is an intergovernmental organisation set up pursuant to the European Patent Convention which entered into force in 1977.   3. Description of the contract:

    1. Purpose of the contract:

      Painting work on the following EPO buildings:

      • PschorrHöfe (PH) phases 1-6: Bayerstr. 34, 80335 Munich
      • PH phase 7: Bayerstr. 115, 80335 Munich
      • PH phase 8: Grasserstr. 9, 80339 Munich
      • Isar: Erhardtstr. 27, 80469 Munich

    2. Division into lots:

      • Lot 1: PH phases 1-6 Bayerstr. 34, 80335 Munich
      • Lot 2: PH Phase 7 Bayerstr. 115, 80335 Munich
      • Lot 3: PH phase 8 Grasserstr. 9, 80339 Munich
      • Lot 4: Isar Erhardtstr. 27, 80469 Munich

      Ideally, the EPO would like to award all lots to a single bidder.

    3. Deposits and guarantees required:

    4. Main terms concerning payment:

      Within 30 days of receipt of a correct invoice.

    5. Qualifications required by law:

  4. Place and period of performance:

      See point 3(a) above.

    2. Duration of contract or time limit for delivery or completion of services/work:

      The contract will run for two years as from signature (probably in May 2012); the work is to be done by arrangement with EPO Technical Services.

  7. Legal form of consortium in the event of a joint bid:

    If several bidders submit a joint bid, one must be designated as prime contractor responsible for performance of all obligations under the contract.

  8. Information and evidence concerning the bidder’s financial and economic standing and technical and professional competence:

    Client and bank information as per the questionnaire attached as Annex 1 (Questionaire) Appendix 1 to the General Conditions of Tender.

  9. Period during which the bidder is bound by his bid:

    Six months as from the final date for submitting bids as per point 6(d) above.

  10. Criteria for the award of contract:

    Only bids containing the evidence referred to in point 8 will be allowed.

    • Qualified people on site
    • Number of staff
    • Sub-contracting (ideally not; the EPO would prefer direct service provision)
    • Price
    • Complete bid

    KO criteria: To succeed, bidders must

    • attend a viewing of the premises
    • be able to reach the addresses under point 3(a) within 2 (two) hours, to provide services (e.g. graffiti removal) at short notice.

  11. Other information:

    We plan to give bidders an opportunity to view the premises on 11/12 April 2012 (on prior arrangement of an appointment). Viewing will take no more than 3 hours. Requests for an appointment must be sent by post, fax or e-mail to the address specified in point 6(a) by 5 April 2012, 12.00 hrs noon. Requests must quote the number of this invitation to tender and the full name of the person(s) who will attend on the firm's behalf.

    You will be informed of the precise time of the viewing by 5 April 2012.
    We recommend that you register for the viewing at the same as you request the Procurement Documents.
    The contract is expected to be awarded in May 2012.
