Prince2 Project Management Training

  1. Awarding Authority:

    The European Patent Organisation (EPO) through the European Patent Office: Headquarters, Erhardtstrasse 27, D-80469 Munich, Postal address: EPO, D-80298 Munich.
    The European Patent Organisation is an intergovernmental organisation set up pursuant to the European Patent Convention which entered into force in 1977. At present it has 34 Member States (Austria, Belgium, Bulgaria, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey and United Kingdom). The executive body of the EPO is the European Patent Office which is charged with the searching and examination of European patent applications and the granting of European patents. It employs approximately 6700 staff at EPO headquarters in Munich, a branch at The Hague/Rijswijk (NL) and sub-offices in Berlin and Vienna (the number of Member States and staff members indicated may change).

  2. Award procedure:

    International open invitation to tender with discretionary award of contract.

  3. Description of the contract:

    1. Purpose of the contract:

      The purpose of the contract is the delivery of the following Prince2 courses:

      • Prince2 Management overview course
      • Prince2 overview course
      • Prince2 course leading to Foundation exam
      • Prince2 course leading to Practitioner exam
      • Organisation of Foundation and Practitioner exams
      • Project leadership courses: Leading the project team (Prince2 environment)

      Additionally required is the delivery of high quality training to meet the demands and requests of the EPO, the delivery of training to international staff with diverse professional backgrounds and experience, with a range of expectations and involvement in projects.

      The performance expected for the following administrative aspects required by each course are: sending out joining instructions, sending training material to the EPO training coordinator, exam enrolment and delivery of exam material to the on-site trainer or EPO training coordinator and the evaluation of the course and its (exam) results.

      The Contractor shall also provide possible on-line supporting material for course preparation and/or as an additional reference resource once the course is finished, and nominate one contact person for the administrative tasks and a key account manager for course content related issues. The key account manager shall be the designated contact person for course evaluation and detailed planning. He or she should conduct a field study, and discuss the course content with EPO project experts and ensure that the trainers have a consistent knowledge of the Office.

    2. Division into lots:

    3. Any deposits and guarantees required:

      Not applicable.

    4. Main terms concerning payment:

      30 days after receipt of an invoice in the correct form. Payment shall be considered as made in time if EPO's payment order reaches its bank within this period.

    5. Qualifications required by law:

      Not applicable.

      The contract has a duration of 1 (one) year with 2 (two) optional extensions of 1 (one) year each

  5. Variants:

    Proposals for variants, the effect of which would be to reduce significantly the rights and safeguards of the EPO, are not allowed.

    Six months following the final date for receipt of bids indicated in point 6(d).

  10. Criteria for the award of contract:

    The contract shall be awarded to the bidder whose bid is to be preferred having regard to its ability to meeting best the EPO's needs and requirements. The ability will be measured by the information, material, samples and answers submitted by the bidders:

    10.1 experience and seniority of trainers with Prince2 training within multinationals or large international organisations.(weight 30 %)

    10.2 price (weight 30%)

    10.3 quality of the course programs, materials and trainer support (weight 20 %)

    10.4 quality of the administrative support and its flexibility with regard to the services requested by the EPO; (weight 20 %)
  11. Other information:

    Contract award is expected to take place within the fourth quarter of 2008.
    The EPO may invite pre-selected bidders to present their bids in The Hague within two weeks after the final date for receipt of the bids. The related costs incurred by the bidders will not be reimbursed by the EPO.
