Provision of Infrastructure Service Desk services. The Service Desk is a key function within Infrastructure Services providing services for the telephone switchboard, and for the Facilities Management Service Desk.

  1. Awarding Authority:

    The European Patent Organisation (EPO) through the European Patent Office: Headquarters, Erhardtstrasse 27, D-80469 Munich, Postal address: EPO, D-80298 Munich.
    The European Patent Organisation is an intergovernmental organisation set up pursuant to the European Patent Convention which entered into force in 1977. At present it has 34 Member States (Austria, Belgium, Bulgaria, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey and United Kingdom). The executive body of the EPO is the European Patent Office which is charged with the searching and examination of European patent applications and the granting of European patents. It employs approximately 6700 staff at EPO headquarters in Munich, a branch at The Hague/Rijswijk (NL) and sub-offices in Berlin and Vienna (the number of Member States and staff members indicated may change).

  2. Award procedure:

    International open invitation to tender with discretionary award of contract.

  3. Description of the contract:

    1. Purpose of the contract:

      Provision of Infrastructure Service Desk services. The Service Desk is a key function within Infrastructure Services providing services for the telephone switchboard, and for the Facilities Management Service Desk.

      The Contractor shall be required to provide the Service Desk staff, the supervision, the management skills and the resources to ensure that the Services are delivered in accordance with the provided Technical Conditions.

    2. Division into lots:

      Not applicable.

    3. Any deposits and guarantees required:

      Not applicable.

    4. Main terms concerning payment:

      Payments shall be made monthly in arrears.

    5. Qualifications required by law:

      Not applicable.

  4. Place and period of performance:

      The contract has a duration of 2 (two) years with 3 (three) optional extensions of 12 (twelve) months each.

  5. Variants:

    Proposals for variants, the effect of which would be to reduce significantly the rights and safeguards of the EPO, are not allowed.

    3. Final date for receipt by the EPO of requests for clarification:

      27 February 2008, 12.00 hrs (CET)
      Questions must be submitted by letter or by fax.

    4. Final date for receipt of bids/number of copies to be sent:

      14 March 2008, 12.00 hrs (CET)
      Two copies, in addition to the original bid to be marked as such

  9. Period during which the bidder is bound by his bid:

    Six months following the final date for receipt of bids indicated in point 6(d).

  10. Criteria for the award of contract:

    The contract shall be awarded to the bidder whose bid is to be preferred having regard to its ability to meeting best the EPO's needs and requirements. The ability will be measured, in a first instance through the answers provided to the questions asked to the bidders, and in a second instance through the price offer.
    The assessment of the questions will allow among others to put forward:

    • the bidders organisational ability and its flexibility with regard to the services requested by the EPO;
    • the qualifications of the staff in charge of the required services;
    • bidder's experience with projects of a similar nature.
  11. Other information:

    Contract award is expected to take place within the second quarter of 2008.
    A site visit / bidders' information meeting will be held in the European Patent Office in Rijswijk on 25 February 2008 at 14.00 hrs.
