Headnote

1. Under Rule 40.2(c) PCT, a protest against an invitation to pay additional search fees must be supported by a reasoned statement. Insufficiently substantiated protests are rejected as inadmissible.

2. The reasoned statement must contain grounds which show why the applicant believes that his international application does not lack unity. A mere assertion to this effect is not a reasoned statement within the meaning of Rule 40.2(c) PCT.
