Call for abstracts

For the attention of patent information centres (PATLIBS)

PATLIB2016 is an occasion for you to:

  • meet with experts from other patent information centres
  • strengthen your contacts with European patent information professionals
  • share experiences and best practices
  • learn from one another by exchanging views and thoughts
  • present successful projects and concepts you have implemented
  • discuss how to reach your clients.

PATLIB2016 is a networking event, so contributions from the PATLIB centres will make up the core content of the conference. Every delegate should leave the conference inspired by new ideas and concepts.

The members of the PATLIB2016 Programme Committee are working hard to ensure that PATLIB2016 corresponds to your needs and expectations. They have identified three main topics which they feel are essential to the daily work of patent information centres and which contribute to the goal of "PATLIBs serving innovation".

Call for abstracts

Topic 1: Designing, tailoring and delivering PATLIB services

Driven by evolutions in technology and changing user demands, PATLIBs need to expand and adapt the services they offer. If you have developed services addressing the particular needs of a specific group of your clients, PATLIB2016 is THE platform to present your approach to your colleagues. In addition to a description of the service, your proposal may explain what triggered the creation of the new service, which particular customer needs are met, which tools you use to offer the service, which obstacles you faced when introducing the service, and what feedback you have received from the customers.

Examples of presentations:

  • Tell us about your work with university inventions and patent information requirements.How do you address students, scientific researchers and university professors? Do you assist in technology transfer activities? How do you manage technology transfer from a university to a business environment? Do you help with the drafting of licensing agreements? How can incentive systems at universities promote innovation? Can you present specific examples or case studies from your practice?
  • Let us know how you assist SMEs evaluate and value their IP. Which tools do you use? How do you help SMEs understand and interpret the result?
  • How do your IP-related services help start-ups and SMEs to grow? Do you advise them on IP policies and IP strategies? How do you assist SMEs to integrate IP into their business strategies? Are you involved in IP market place activities or IP insurance schemes?
  • Do you offer services related to counterfeiting, enforcement and piracy of IPRs?
  • How do you tackle open innovation issues?Which trends are you observing in this area?Do you deal with non-disclosure agreements (NDAs) or non-circumvention agreements (NCAs)?
  • Do you serve public or governmental institutions, for example by providing them with patent statistics and IP analyses, e.g. for a particular region? Are you involved in publicly funded innovation support programmes, for example by evaluating funding requests with regard to intellectual property rights?
  • If you provide services to different target groups, explain how you tailor them, depending on the group and on the specific customer.
  • Have you developed alternative ways of training specific target groups on IP matters (children, students, managers, economists, etc)?

Topic 2: Promoting PATLIB services

Promoting PATLIBs and their services is a recurrent "hot topic" for the PATLIB community. Social media provide new opportunities. Nevertheless, finding sufficient resources for promotional activities is a challenge for many PATLIBs. The presentation and discussion of smart, resource-saving concepts for PATLIB promotion will certainly attract many conference participants.

Examples of presentations:

  • Which promotional activities have proven to be particularly successful? How do you manage promotional activities with little budget?
  • Have you set up your own webpage? What techniques did you use to ensure that it is as attractive as possible to your target group, and how did you make it easy to find for people searching on the Web for the kind of services you offer?
  • What content do you transmit via social media?
  • Do you organise promotional activities collaboratively within your national PATLIB network, for example via a common website? How do you involve other innovation support institutions in the promotion of your centre. Which strategic partners do you work with for promoting your services?
  • What do you do to raise your PATLIB's profile? How do you collaborate with your national office? How do you promote IP as an essential part of the innovation process?

Topic 3: Creating an environment for success

This topic addresses the institutional set-up and measures which can facilitate PATLIB centres' sustainability and help them to grow. The audience will be interested in how PATLIBs have successfully adapted to a changing environment and economic challenges.

Examples of presentations:

  • How do you enhance your role and visibility within your hosting institution?
  • Which initiatives help you to ensure funding for your centre? Do you make use of European or national funding programmes? How did you introduce paid services?
  • Have you built networks with other organisations and how do you collaborate with them (for example patent attorneys, industry associations, etc.)? Do you pursue a task-sharing model within your national PATLIB network and how is this organised?
  • How do you manage your customer relations in practice? Are you using specific tools?

Who should respond to the call for abstracts?

If you have completed a project, have gathered experience or expertise and are able to share the methodology or approach you chose with the audience, then the Programme Committee would be delighted to receive your abstract. They are also interested in any proposals that discuss the tools you have used or developed, the skills you have hired or acquired and, most importantly, the lessons you have learnt (dos and don'ts), the pitfalls you identified and the benefits you drew.

If some of your projects or activities are still in the planning phase or at an early implementation stage, your abstract is less likely to be selected.

Please also suggest the format you find most suitable to address and present your proposal to the PATLIB audience (plenary presentation, breakout group, etc).


Please use the submission form  and send your abstract to the PATLIB2016 Programme Committee member responsible for your country before 20 November 2015.
