Natural or legal persons having either their residence or their principal place of business in a contracting state can undertake all procedural steps before the EPO on their own and are not obliged to be represented by a professional representative. Others do need to be represented by a professional representative, except when filing an application or paying fees.
Even if a professional representative is not required, there may be good reason to consult a European patent attorney. To help applicants looking for professional assistance, the European Patent Office maintains a database of professional representatives which it updates as soon as it is informed of new entries, amendments or deletions.
