According to a press release on an official government website, Tian Lipu, the former commissioner of the State Intellectual Property Office of China (SIPO), announced that China will soon establish specialised IP courts. The article quoted further that "Tian said that cases on intellectual property such as patent and trade secret often include technical expertise and evolve with new technologies such as the internet, which requires judges to be equipped with broad knowledge and adequate experience."

Another press release reports that the president of the Supreme People's Court, Zhou Qiang, confirmed at the third plenary meeting of the Second Session of the Twelfth National People's Congress that his authority would push the establishment of intellectual property courts in 2014.
