China's National Copyright Administration (NCAC) has announced that the preparation work on the third amendment of the copyright law began on 13 July 2011. The law, in force since June 1991, was amended in October 2001 and February 2010. According to the NCAC, changes are necessary due to the rapid development of digital and network technology. The revision aims at solving challenges relating to the creation, application, protection and management of copyright, while seeking a balance between the interests of authors, transmitters and the public.
