Update Belgian legal status data

We have received the Belgian legal status updates from 1.1.2005 until 31.12.2007 and loaded them into the INPADOC legal status database. Since this is a cumulated extraction the month of the notification in the journal is not available. Therefore all records have been assigned 31/12/2007, the date of the latest journal as event date.
