Work plan
The Observatory explores key topics at the intersection of technology, innovation and intellectual property. Our work focuses on emerging trends, the evolving role of patents and the broader innovation ecosystem.
We also highlight diversity in innovation - through studies on Women in STEM or initiatives that inspire young people to pursue science and technology.
Past projects have covered critical areas such as technologies combating cancer, the role of European universities in innovation and patent funding for startups.
Our programme is updated every two years through a biannual work plan, shaped by input from inventors, researchers, universities, startups and policymakers among others. Following our timeline, you can expect new initiatives such as economic studies, technology insight reports, online events and tools like updates to the Deep Tech Finder or enhanced technology platforms to access patent documents.
Current plan for 2025

- Innovation actors: examining the role of startups, universities and public research organisations (PROs) in the European innovation ecosystem.
- The role of patents in innovation: analysing how patents drive technological progress and investment, as well as their interaction with standards.
- 2nd biannual work plan (2026–2027)
The second biannual work plan is currently under development and will be launched soon. More details will be shared in the months ahead.
