At what stage in the initiative is the twinning phase expected to start?

When a university informs the EPO that they are about to reach, or have reached their goal(s), and they require help in turning the newly-gained knowledge into new services or upgrading existing ones. The EPO analyses the achievements and compares the needs of the university with the offerings, experience and best practices of the pool of PATLIB centres willing to be twinned. This is when the twinning phase kicks in.
