ORDER
For these reasons it is decided that:
1. The decision under appeal is set aside.
2. The case is remitted to the department of first instance with the order to grant a patent in the following version:
Claims 1 to 17; Description, pages 1 to 10; and drawings, sheets 1/4 to 4/4 as enclosed in the communication under Rule 51(4) EPC dated 22 November 2002.
3. The appeal fee is to be reimbursed.
