For these reasons it is decided that:
1. The decision under appeal is set aside.

The case is remitted to the department of first instance with the order to grant a patent on the basis of claims 1 - 11 filed as sole request during the oral proceedings before the board, and the description pages 1 and 5 - 16 as published, page 2 received with letter dated 22 February 2007, page 3 as submitted at the oral proceedings, and drawings sheets 1/2 and 2/2 as published.
