Entscheidungsformel
Aus diesen Gründen wird entschieden:
1. Die Anträge auf Rückzahlung der Beschwerdegebühr und Zurückverweisung aufgrund schwerwiegender Verfahrensmängel werden zurückgewiesen.
2. Die angefochtene Entscheidung wird aufgehoben. Die Angelegenheit wird an die Einspruchsabteilung mit der Anordnung zurückverwiesen, ein Patent auf der Grundlage der Ansprüche 1 bis 16 des am 23. Mai 2019 eingereichten Hauptantrags und einer noch anzupassenden Beschreibung aufrechtzuerhalten.
