Order
For these reasons it is decided that:
1. The decision under appeal is set aside.
2. The appellant's answer paper for the pre-examination of the European qualifying examination 2019 is awarded 70 marks and therefore, pursuant to Rule 6(2)(a) IPREE, the grade "pass".
3. The appeal fee is reimbursed.
