In addition to providing access to the prior art and organising the documents in an optimal way, we develop customised examiner tools which harness the latest developments in technology. These powerful tools are designed in-house. ANSERA is our highly sophisticated search tool which facilitates rapid search and analysis of huge numbers of documents, based on concept-based search strategies indicated by the examiner. We also have tools to assist with examination work, such as the added-matter check tool which flags potential added subject-matter to examiners.
Actions to develop tools in-house and harness the potential of AI
Throughout 2025, we continued to modernise our tools and leverage AI to support examiners, formalities officers and users. As part of this digital transformation, a range of formal aspects of the PGP have been further simplified or increasingly automated. The aim of the changes is to improve efficiency, enhance consistency and optimise the way our staff use their time.

AI governance and safeguards
In 2025, the EPO launched its AI policy, a clear statement of its commitment to embracing AI in ways that strengthen quality and efficiency. The policy codifies essential principles to ensure transparency, accountability and ethical behaviour in all areas where AI is adopted. Our approach is – and will remain – human-centric: AI is deployed to support decision-making, but final decisions and responsibility for them remain firmly with our staff.
Our AI Policy applies to the selection, development and deployment of AI features within our tools. At the same time, our established ISO-certified Quality Management System continues to safeguard the quality of our work, independent of the technologies used in its delivery.
Our processes have been transformed from a paper-based workflow to a fully digital workflow and this has been made possible by rapid development of new tools. Our quality management system has also been improved by embedding it in our digital workflow.
